In this article, we propose the Fair Priority Model for COVID-19 vaccine distribution, and emphasize three fundamental values we believe should be considered when distributing a COVID-19 vaccine among countries: Benefiting people and limiting harm, prioritizing the disadvantaged, and equal moral concern for all individuals. The Priority Model addresses these values by focusing on mitigating three types of harms caused by COVID-19: death and permanent organ damage, indirect health consequences, such as health care system strain and stress, as well as (...) economic destruction. It proposes proceeding in three phases: the first addresses premature death, the second long-term health issues and economic harms, and the third aims to contain viral transmission fully and restore pre-pandemic activity. -/- To those who may deem an ethical framework irrelevant because of the belief that many countries will pursue "vaccine nationalism," we argue such a framework still has broad relevance. Reasonable national partiality would permit countries to focus on vaccine distribution within their borders up until the rate of transmission is below 1, at which point there would not be sufficient vaccine-preventable harm to justify retaining a vaccine. When a government reaches the limit of national partiality, it should release vaccines for other countries. -/- We also argue against two other recent proposals. Distributing a vaccine proportional to a country's population mistakenly assumes that equality requires treating differently situated countries identically. Prioritizing countries according to the number of front-line health care workers, the proportion of the population over 65, and the number of people with comorbidities within each country may exacerbate disadvantage and end up giving the vaccine in large part to wealthy nations. Conclusion: The present results support adequate psychometric properties in terms of factorial validity, reliability, convergent validity, and measurement invariance for the PHQ-4 in young adults in Hong Kong. The PHQ-4 demonstrated a substantial mediating role in the relationship between meaning in life and SI in the distress group. These findings support clinical relevance for using the PHQ-4 as a brief and valid measure of psychological distress in the Chinese context.

Textual entailment is a relationship that obtains between fragments of text when one fragment in some sense implies the other fragment. The automation of textual entailment recognition supports a wide variety of text-based tasks, including information retrieval, information extraction, question answering, text summarization, and machine translation. Much ingenuity has been devoted to developing algorithms for identifying textual entailments, but relatively little to saying what textual entailment actually is. This article is a review of the logical and philosophical issues involved in (...) providing an adequate definition of textual entailment. We show that many natural definitions of textual entailment are refuted by counterexamples, including the most widely cited definition of Dagan et al. We then articulate and defend the following revised definition: T textually entails H = df typically, a human reading T would be justified in inferring the proposition expressed by H from the proposition expressed by T. We also show that textual entailment is context-sensitive, nontransitive, and nonmonotonic. (shrink)

This inquiry is addressed to two questions: (1) what if any logical relations might exist between the concepts of desire and action (as they and the distinctions to which they commit us are ensconced in ordinary parlance), and (2) what if any causal or significant non-causal (i.e., material) relations might ever exist between instances of desire and action? -/- It is held that any credible move to deal with such questions must initially, and at some length, specify the employment conditions (...) for the terms 'want' and 'desire'. This is accomplished in the first two chapters wherein a set of premises is generated for the argument of the inquiry which is presented in full and concluded in the third and final chapter. Premises generated devolve from treatment of the following major topics: (a) the grammar of 'want' and 'desire', (b) the ontological status of wants, (c) first-person and third-person want ascriptions, (d) the sorts of things which may be desired (desiderabilia), (e) wants and lacks, (f) wants and wishes, (g) the 'conflicts' of desires and reason and desire, (h) four major candidates for logical relations between wants and acts, (i) the issue of causation, and (j) the placement of Desire in an adequate ontology of persons. -/- It is argued that every major candidate for a logical relation between wants and acts (or our warrant for believing that such a connection exists) breaks down upon analysis; that little warrant exists for construing wants as causes of acts; that wants and acts are related in significant non-logical and non-causal (i.e., material) respects; and that any fully adequate theory of human action must undertake ontology, placing the category of Desire squarely in the foreground. This project represents neither a general theory of desire nor a general theory of human action. It is rather conceived as a propaedeutic to any such inquiry. It is essentially revisionist in intent, setting out on the one hand to challenge existing claims about wants and acts and, on the other hand, proposing a more satisfactory approach to the issue. In no sense is it suggested that recent Anglo-American contributions are without merit. The purpose of this paper is to show that the Elementary Process Theory (EPT) agrees with the knowledge of the physical world obtained from the successful predictions of Special Relativity (SR). For that matter, a recently developed method is applied: a categorical model of the EPT that incorporates SR is fully specified. Ultimate constituents of the universe of the EPT are modeled as point-particles, gamma-rays, or time-like strings, all represented by integrable hyperreal functions on Minkowski space. Recently Feferman has outlined a program for the development of a foundation for naive category theory. While Ernst has shown that the resulting axiomatic system is still inconsistent, the purpose of this note is to show that nevertheless some foundation has to be developed before naive category theory can replace axiomatic set theory as a foundational theory for mathematics. It is argued that in naive category theory currently a ‘cookbook recipe’ is used for constructing categories, and it is explicitly shown (...) with a formalized argument that this “foundationless” naive category theory therefore contains a paradox similar to the Russell paradox of naive set theory. Although there are several monistic and dualistic approaches to the mind-body problem on the basis of classical or quantum mechanics, thus far no consensus exists about a solution. Recently, the Elementary Process Theory (EPT) has been developed: this corresponds with a fundamentally new disciplinary matrix for the study of physical reality. The purpose of the present research was to investigate the mind-body problem within this newly developed disciplinary matrix. The main finding is that the idea of a duality of body (...) and mind has to be rejected as an incomplete representation of reality: in the universe of the EPT, man hás to be a trinity of body, spirit and soul, where ‘body’, ‘spirit’ and ‘soul’ are names for distinct physical things. The mind is then a mere idea that arises from (self-)experience, but without onto-logical connotation. In addition a mechanism for mental causation, which implies a principle of choice, is rigorously formulated. The main conclusion is that a fundamentally new physicalist approach to the mind-body problem, according to which man has a free will, has been formulated strictly within the language of the EPT. Further physical research is then required to describe how the interaction between body, spirit and soul is to be understood in terms of fundamental interactions. In addition, further philosophical-theological research has to establish whether the presently discussed trinity and the trinities of body, spirit and soul mentioned in the Bible and the Vedic texts are one and the same thing. -/- Edit: a revised version of this preprint has been published as a book chapter. The physics literature contains many claims that elementary particles have been observed: such observational claims are, of course, important for the development of existential knowledge. Regarding claimed observations of short-lived unstable particles in particular, the use of the word 'observation' is based on the convention in physics that the observation of a short-lived unstable particle can be claimed when its predicted decay products have been observed with a significance of 5 sigma. This paper, however, shows that this 5 sigma convention (...) is inconsistent with existing concepts of observation by showing that unstable particles with a lifetime of less than 0.01 attosecond are fundamentally unobservable both from the perspective of Fox's recent concepts of direct and indirect observation, and from the perspective of Van Fraassen's notion of observability. This cognitive inaccessibility of parts of the subatomic world has far-reaching implications for physics, not the least of which is that the aforementioned convention is untenable: claims that such short-lived unstable particles have been observed will thus have to be retracted. The main implications are two incompleteness theorems for physics, respectively stating (i) that experiments cannot prove completeness of a physical theory predicting short-lived unstable particles, and (ii) that experiments cannot prove correctness of such a theory|one can at most test its empirical adequacy. On a general note, the conclusion is that the importance of philosophical arguments for particle physics is herewith demonstrated: it is, thus, a widespread misconception that philosophical arguments can be completely avoided. Currently there are at least four sizeable projects going on to establish the gravitational acceleration of massive antiparticles on earth. While general relativity and modern quantum theories strictly forbid any repulsive gravity, it has not yet been established experimentally that gravity is attraction only. With that in mind, the Elementary Process Theory (EPT) is a rather abstract theory that has been developed from the hypothesis that massive antiparticles are repulsed by the gravitational field of a body of ordinary matter: the (...) EPT essentially describes the elementary processes by which the smallest massive systems have to interact with their environments for repulsive gravity to exist. In this paper we model a nonrelativistic, one-component massive system that evolves in time by the processes as described by the EPT in an environment described by classical fields: the main result is a semi-classical model of a process at Planck scale by which a non-relativistic onecomponent system interacts with its environment, such that the interaction has both gravitational and electromagnetic aspects. Some worked-out examples are provided, among which the repulsion of an antineutron by the gravitational field of the earth. The general conclusion is that the semi-classical model of the EPT corresponds to non-relativistic classical mechanics. Further research is aimed at demonstrating that the EPT has a model that reproduces the successful predictions of general relativity. (shrink)

But even after decades of debate, no consensus has been reached on an all-encompassing positively defined view on theories. Here we take that to mean that the outcome of the debate is that such an all-encompassing view is nonexisting. On the one hand, theories of modern physics are very successful in their areas of application. But on the other hand, the irreconcilability of General Relativity (GR) and Quantum Electrodynamics (QED) suggests that these theories of modern physics are not the final answer regarding the fundamental workings of the universe. This monograph takes the position that the key to advances in the foundations of physics lies in the hypothesis that massive systems made up of antimatter are repulsed by the gravitational (...) field of a body of ordinary matter: this hypothesis takes us to an uncharted territory where GR and QED do not hold up. From there the Elementary Process Theory (EPT) is developed: this is a collection of seven generalized process-physical principles that do hold up if the hypothesis is a fact of nature. Using four-dimensionalistic terminology, the EPT abstractly describes an elementary process in the temporal evolution of a massive system that interacts with its environment. The idea is that these elementary processes take place at Planck scale and are essentially all the same, regardless of the type of interaction that takes place: the EPT is thus intended as a candidate for a unifying scheme that applies to all four basic interactions. By mathematical modeling, the relation is explored between the EPT and classical mechanics, quantum mechanics, special relativity and GR. (shrink)

Vietnam has seen fast-rising debts, both domestic and external, in recent years. This paperreviews the literature on credit market in Vietnam, providing an up-to-date take on the domesticlending and borrowing landscape. The study highlights the strong demand for credit in both therural and urban areas, the ubiquity of informal lenders, the recent popularity of consumer financecompanies, as well as the government’s attempts to rein in its swelling public debt. Given thehigh level of borrowing, which is fueled by consumerism and geopolitics, (...) it is inevitable that theamount of debt will soon be higher than the saving of the borrowers. Unlike the conventional wisdom that creditors have more bargaining power over the borrowers, we suggest that—albeitlacking a quantitative estimation—when the debts pile up so high that the borrowers could not repay, the power dynamics may reverse. In this new politics of debt, the lenders fear to lose the money's worth and continue to lend and feed the insolvent debtors. Respiratory rhythms sustain biological life, governing the homeostatic exchange of oxygen and carbon dioxide. Until recently, however, the influence of breathing on the brain has largely been overlooked. Yet new evidence demonstrates that the act of breathing exerts a substantive, rhythmic influence on perception, emotion, and cognition, largely through the direct modulation of neural oscillations. Here, we synthesize these findings to motivate a new predictive coding model of respiratory brain coupling, in which breathing rhythmically modulates both local and global neural (...) gain, to optimize cognitive and affective processing. Our model further explains how respiratory rhythms interact with the topology of the functional connectome, and we highlight key implications for the computational psychiatry of disordered respiratory and interoceptive inference. The biological sciences study (bio)complex living systems. Research directed at the mechanistic explanation of the "live" state truly requires a pluralist research program, i.e. BioComplexity research. The program should apply multiple intra-level and inter-level theories and methodologies. We substantiate this thesis with analysis of BioComplexity: metabolic and modular control analysis of metabolic pathways, emergence of oscillations, and the analysis of the functioning of glycolysis.

This paper has three purposes: first, to explicate the ex istential basis of Arendt's theory of action. This will be done by first tracing the intellectual derivation of Arendt's existentialism and the modifications she made to fit it in to her public realm. Second, I will demonstrate the con nection between Arendt's existentialism and her formula tion of political freedom. Third, I will illustrate throughout that Arendt's political ideas, if they are to be properly understood, must be subsumed under her (...) existentialism .\nPart I treats Arendt's effort to find a home for the in dividual Human Being by attacking the modern tendency to make freedom an inner domain of the mind and refuge from the outside world. We will see how she uses the ideas of Heidegger and Jaspers to counter the Being of Kant and the philosophy of Mill and Augustine. Part II demonstrates her effort to make freedom a world reality and counter to the forces of totalitarianism: the modern enchantment with totality and an inexorable history. She attacks the Will, consciousness, Being, and the historical process itself.\nFinding no suitable conceptualization of freedom which makes it political by giving it a public space, Arendt turns finally to Jaspers' communicative existentialism and Duns Scotus' emphasis on contingency. In this paper, I examine Emest Sosa’s defense of Conceptual Relativism: the view that what exists is a function of human thought. My examination reveals that his defense entails an ontology that is indistinguishable from that of the altemative he labels less “sensible,” viz., Absolutism: the view that reality exists independently of our thinking. I conclude by defending Absolutism against Sosa’s objections.

Things strike me in a variety ways. F and F# sound slightly different, ripe and unripe tomatoes neither look nor taste nor smell the same, and silk feels smoother than corduroy. In each case, I distinguish an experience of something on the basis of what it is like to be its subject. That is to say, in philosophical parlance, if not quite the vernacular, its “quale,” leads me to categorize it and, thus, respond appropriately to its stimulus. The function of (...) a quale being established, we must define it along with its subject and, as Sartre maintained, their relation. How should we understand the subject and predicate terms and the copula in sentences such as ‘He is listening to Chopin’ or ‘She is seeing the sights of Paris’? Elaborating upon adverbialism, I shall argue that the subject of experiencing is a hylomorphic compound that is temporarily identical to the 'accidental compound' that it forms along with a qualified passion. I begin by explicating the adverbialist’s treatment of qualitative consciousness and defending it against the charge of circularity. (shrink)

This chapter discusses the Ganser syndrome and gives a brief account on its clinical features. A significant number of clinicians in Europe continued accepting Ganser's basic postulates that the patients showed significant memory disorder and 'answers towards the question' within the framework of traumatic or reactive hysteria. In elderly patients, Ganser type symptoms may be indicative of the onset of dementia. Ganser syndrome raises the question of the interaction between concepts, ideology and clinical observation. The clinician must be aware that (...) a misdiagnosed case of Ganser-type hysteria may result in lawsuits, unnecessary surgical interventions, inappropriate use of minor and major tranquillizers, and social consequences that may be destabilizing for the patient and family. Positive results in the organic investigation should lead to a firm diagnosis and disconfirmation of Ganser syndrome. Persistent negative results and dramatic improvement should tend to confirm the diagnosis. (shrink)

All parties involved in researching, developing, manufacturing, and distributing COVID-19 vaccines need guidance on their ethical obligations. We focus on pharmaceutical companies' obligations because their capacities to research, develop, manufacture, and distribute vaccines make them uniquely placed for stemming the pandemic. We argue that an ethical approach to COVID-19 vaccine production and distribution should satisfy four uncontroversial principles: optimising vaccine production, including development, testing, and manufacturing; fair distribution; sustainability; and accountability. All parties' obligations should be coordinated and mutually consistent. For (...) instance, companies should not be obligated to provide host countries with additional booster shots at the expense of fulfilling bilateral contracts with countries in which there are surges. Finally, any satisfactory approach should include mechanisms for assurance that all parties are honouring their obligations. This assurance enables countries, pharmaceutical companies, global organisations, and others to verify compliance with the chosen approach and protect ethically compliant stakeholders from being unfairly exploited by unethical behaviour of others. A pineapple is a tropical plant with eatable leafy foods most monetarily critical plant in the family Bromeliaceous. The pineapple is native to South America, where it has been developed for a long time. Since the 1820s, pineapple has been industrially filled in nurseries and numerous tropical manors. Further, it is the third most significant tropical natural product in world creation. In (...) the twentieth century, Hawaii was a prevailing maker of pineapples, particularly for the US, be that as it may, by 2016, Costa Rica, Brazil, and the Philippines represented almost 33% of the world's creation of pineapples. In this paper, machine learning based approach is presented for identifying type pineapple with a dataset that contains 1,311images use 946 images for training, 197 images for validation and 168 images for testing. A deep learning technique that extensively applied to image recognition was used. use 70% from image for training and 30% from image for validation. Human ecology, it is argued, even when embracing recent developments in the natural sciences and granting a place to culture, tends to justify excessively pessimistic conclusions about the prospects for creating a sustainable world order. This is illustrated through a study of the work and assumptions of Richard Newbold Adams and Stephen Bunker. It is argued that embracing hierarchy theory as this has been proposed and elaborated by Herbert Simon, Howard Pattee, T.F.H. Allen and others enables human ecology to (...) conceive humans both as part of nature and as cultural beings in a way that gives due regard to the ethical development of humanity. That is, ethical constraints need no longer be conceived of as 'unnatural'. Characterizing the nature of such constraints, conceived of as emerging from the Hegelian 'struggle for recognition', this argument is shown to justify some optimism about the future, and to give some idea of how society should be organized if ethical constraints, able to constrain humanity’s relationship to the rest of nature, are to prevail. This paper aims to show that many criticisms of McDowell’s naturalism of second nature are based on what I call ‘the orthodox interpretation’ of McDowell’s naturalism. The orthodox interpretation is, however, a misinterpretation, which results from the fact that the phrase ‘the space of reasons’ is used equivocally by McDowell in Mind and World. Failing to distinguish two senses of ‘the space of reasons’, I argue that the orthodox interpretation renders McDowell’s naturalism inconsistent with McDowell’s Hegelian thesis that the conceptual (...) is unbounded. My interpretation saves McDowell from being inconsistent. However, the upshot of my interpretation is that what is really at work in McDowell’s diagnosis of the dualism between nature and reason is the Hegelian thesis, not the naturalism of second nature. In celebration of Newton da Costa’s place in the history of paraconsistency, this paper considers the use and abuse of deliberate self-contradiction. Beginning with Parmenides, developed by Plato, and continued by Cicero, an ancient philosophical tradition used deliberately paraconsistent discourses to reveal the truth.
